President Aquino's P220 Billion Pork Barrel: The Biggest Secret YouShould Know

The 10 billion PDAF scam we are currently facing is nothing when compare to the P220 billion that said to be the "Aquino's Pork Barrel" (22 times larger than Napoles') that still unaudited to this date.

Manila, Philippines - Have you ever wondered why no audit reports of Aquino's pork are available to the public?

Let's dissect this issue (as simple as possible) that's been relentlessly going nowhere because of coverups.

FIRST, a total of P2.2 billion PDAF given to Napoles' NGOs. Beside that, another P4 billion was distributed to unknown 18 other NGOs.This was based on the 462-page special audit report of Priority Development Assistant Fund (PDAF) from 2007-2009 made by Commission on Audit (COA).

SECOND, There are 325 congressmen and 17 senators (342 in total) who allegedly allocated their PDAF to the dubious NGOs and other infrastructure projects involved with some forms of anomalies. But the Department of Justice opted out just three (3) senators for its prosecution and investigation namely Ramon "Bong" Revilla Jr., Jinggoy Estrada, and Juan Ponce Enrile out of 342 public officials listed by COA.

The Justice department though has singled out in its investigation and prosecution the three senators, and at the most—we will have to see—six other legislators, notably senators Gregorio Honasan, Enrile’s protege. The amount the Ombudsman claimed the three stole from the PDAF totals P581 million—or 9 percent of the total P6.2 billion PDAF disbursements the COA investigated. This magic trick was done by Budget Secretary Florencio Abad who is known to be the Aquino's brain and main operator. He's the one responsible for distracting the COA’s investigation by not releasing the documents that could have compromised their group and the President. Only the 2007-2009 audit report was made available to the public and no 2010-2013 audit report ever shown up all through the PDAF investigation. Suspicious enough, yeah?

THIRD, The Commission on Audit (COA) itself refused to audit the PDAF usage from 2010-2013 including the new form of pork barrel named as Disbursement Acceleration Program (DAP).

WHY IS THERE NO AUDIT REPORT OF AQUINO'S PORK (DAP) AND PDAF OF 2010-2013?


Because those years were already under Aquino administration.

During the span of 2010-2013, the PDAF releases totaled P62.5 billion. It was doubled from the total amount of PDAF from 2007-2009 which was only P26.1 billion.

Remember the Disbursement Acceleration Program or DAP? All the reports above are nothing compared to the amount of DAP which totaled P157 BILLION from 2011-2013. This source is from the website of Budget department itself (www.gov.ph/2013/10/07/qa-on-the-disbursement-acceleration-program).

Let's do some simple Mathematics: Audited PDAF amounted to P62.5 BILLION and unaudited DAP amounted to P157 billion when combined: P220 Billion but still COA is blinded to these obvious anomalies of public officials.

The Disbursement Acceleration Program is known to be the Aquino's Pork which militant Filipino people labeled the President Aquino as the "PORK BARREL KING". The definition of DAP is to fast-track the disbursements and push economic growth in whenever there's a global slowdown and to aid the country from the recent calamities.

DAP IS ILLEGAL AND UNCONSTITUTIONAL


But DAP is believed to be unconstitutional and illegal. It is unconstitutional because it violates Article VI Section 25(5) of the 1987 Constitution.

The P220 BILLIION PORK BARREL SCAM is 22 times larger than the P10 billion pork barrel scam we are dealing today, but the public institutions (Commission on Audit and Department of Justice) are still turning their blind eyes. Are all of the key elements on those institutions are in favor of Aquino's corruption scheme? Can the Commission on Audit Chairperson Grace Pulido-Tan release the missing audit reports?
