This is a phylum Nemertea, a ribbon worm. According to the reports, this specie is over 30 meters in length and can even grow up to approximately 60 meters owning the title of the longest animal in the world. Though the most common size is just around 20 centimeters.
Ribbon worms are invertebrate animals that can live in the deep ocean with their gelatinous body. They were found in Australia, British Isles and even in Hawaii. One example was found in 1864 which ran around at St. Andrews, Scotland, after a storm.
That thing came out of the worm's mouth is actually called proboscis. It is the infolding of the body wall and it helps them to attack and eat. They can pull this stretchy muscle back once they are done and sit it at the back of rhynchocoel.
To have a better understanding, proboscis works like a rubber glove that you can blow outside and pull it off once finished.
