COMELEC confirms they won’t print vote receipts during May elections

There are more disadvantages, so the agency decided not issue printed receipts to voters who will participate in the polls.

On Sunday, poll body chief Andres Bautista clarified and said that the Commission on Elections (Comelec) will not activate one of the features of the Vote Counting machines (VCMs) that can possibly be used for vote buying.

In an article published by GMA News Online, it was disclosed that Comelec Chairman Andres Bautista has spoken with finality that the Voters Verification Paper Audit Trail (VVPAT) feature of the VCMs will be disabled in May.

He confirmed that they will not activiate the tape receipts. Like what he said before, there are more disadvantages than advantages if they will print the receipts.

Athough the Comelec is fully aware of the advantage of using VVPATs that it ensures all votes are properly accounted, the printed receipts could still worsen the cases of vote buying. Voters could present such receipts to politicians to serve as proof that they have actually voted for them which is something that the agency would like to avoid, he noted.

Major delay in the voting time is one of the disadvantages that the printing of VVPATs could bring since each printout takes 13 seconds to complete. It could sum up to 2.1 hours for a precint with an average of 600 voters, the Comelec chief added. However, he said that the they are looking into the possibility of displaying soft copies of VVPATs on the VCMs’ screens. However, he also explained that such option could also cause delays.

The poll chief said that the problem on VVPAT screen is the time and privacy. The thing with onscreen verification is that the voters’ votes can be seen by other voters. Voters will take some time to read the VVPAT screen while their privacy can be compromised because other peole may be able to see the screen. It takes an average voter around 30 seconds to review his or her votes.

Last Saturday, the Comelec conducted its mock elections in 20 municipalities nationwide in preparation for the May 2016 polls.
